The West Bengal government has launched the ‘West Bengal Salary Advance Scheme’ for permanent employees of the state administration. The scheme will allow eligible employees to access money from their salary in advance, subject to specified conditions. The system will be linked to the WBIFMS and HRMS portals.

Two advance options

The scheme provides two facilities: ‘Short-Term Advance’ and ‘Multi-Month Advance’. It covers permanent employees of the state administration and officers and employees in equivalent levels from Group A to Group D.

Under the short-term facility, an employee can take up to 50% of the total salary payable for the relevant month. The amount must be repaid within a maximum of 60 days or the next salary cycle. If repayment is made within the prescribed period, there will be no interest, processing fee, platform fee or convenience fee.

Multi-month repayment terms

The repayment period for the multi-month advance will range from two months to a maximum of 60 months. It cannot extend beyond the employee’s retirement timeline. The loan limit will be determined according to the lender’s risk assessment and Reserve Bank rules. It may be up to 30 times the employee’s total monthly salary.

The monthly EMI cannot exceed 50% of the total monthly salary. The interest rate and charges will be disclosed in advance through a ‘Key Fact Statement’. Employees who repay the full amount before the end of the tenure will not have to pay foreclosure or pre-payment charges.

Transaction fee and recovery of dues

A transaction fee of up to 1% may be charged if information is submitted after the prescribed time because of the employee. No additional fee can be imposed if the delay is caused by a government department or the DDO.

An employee cannot keep more than one facility active at the same time. If the employee leaves the job or retires, outstanding dues will be recovered from the final payments. The scheme is intended to provide advance salary access for expenses such as medical treatment, children’s education and sudden family financial difficulties.
