Infantino fourth FIFA term 2027

Infantino cannot serve fourth term as FIFA president in 2027, Miguel Maduro says

Miguel Maduro says Gianni Infantino’s first period as FIFA president, from 2016 to 2019, must count towards FIFA’s three-term limit. FairSquare has also urged member associations to declare Infantino ineligible before the March 2027 election.

Gianni Infantino cannot seek a fourth term as FIFA president in 2027 because his first period in office from 2016 to 2019 should count towards the organisation’s three-term limit, Miguel Maduro said on Tuesday. His comments came two weeks before the deadline for submitting candidacies for the March 2027 election.

Dispute over FIFA’s three-term rule

Maduro cited Article 33, paragraph two of the FIFA statutes, which he said states that no person may serve as president for more than three terms. He said the provision does not distinguish between complete and shortened terms.

“Article 33, paragraph two of the FIFA statutes is very clear when it says no person may serve as president for more than three terms,” Maduro told reporters. He added that Infantino had been elected three times and had served three terms as FIFA president.

Question over the 2016-2019 period

Infantino’s first period in office ran from 2016 to 2019. Infantino has argued that the period followed an interrupted mandate and should not count towards the limit.

The FIFA Council unanimously confirmed in December 2022 that the 2016-2019 period did not count as a term of office. FairSquare says the council’s reasoning for that position has never been made public.

FairSquare appeals to member associations

FairSquare has contacted 52 FIFA member associations and urged them to declare Infantino ineligible. At the time described in the source, no member association had responded to the appeal.

FairSquare is due to meet Norwegian football officials on Wednesday. The Norwegian Football Association has previously backed FairSquare’s complaint against Infantino concerning an alleged breach of political neutrality rules. Nicholas McGeehan of FairSquare said other associations also needed to act on the rules.

Maduro’s concerns over accountability

Maduro said FIFA’s governance framework and checks and balances had failed to hold the president accountable. He said member associations had been reluctant to act independently because of a “climate of fear”.
