Union Commerce Minister Piyush Goyal criticised Europe’s climate policy at the Berlin Global Dialogue 2026 on Friday, placing the historical responsibility for the climate crisis on developed European countries (Piyush Goyal Europe climate policy) . Speaking at the international environment conference in Berlin, he discussed India’s emissions, climate finance and the European Union’s Carbon Border Adjustment Mechanism (CBAM).

Goyal compares India and Europe’s emissions

Goyal said India accounts for 17% of the world’s population but contributes less than 3% of global carbon emissions. According to him, Europe represents 3% to 4% of the global population but has historically recorded much higher carbon emissions.

He said India was running a fast-paced clean energy programme while carrying responsibility for the food, energy and security of 1.4 billion people. Goyal said India’s per capita emissions were seven to eight times lower than Europe’s.

Climate finance pledge questioned

Referring to the 2015 Paris Agreement, Goyal said developed countries had promised to provide $100 billion a year in climate finance to poorer countries. He alleged that the commitment had not been fulfilled.

During the discussion, Goyal questioned who had released the large volumes of carbon into the atmosphere. After a panelist’s intervention, he clarified that his criticism was directed at Europe.

Objection to CBAM charges

Goyal also criticised the application of CBAM-related additional carbon taxes to Indian steel, aluminium and cement. He said Europe, which had historically emitted large quantities of carbon, was imposing additional costs on Indian products through the mechanism.

The discussion also covered India, developed European countries and the United States.
