The report alleges that Hamas and affiliated armed groups systematically used sexual violence and psychological torture as weapons during and after the attacks. The investigation reportedly relied on more than 430 interviews, approximately 10,000 photos and videos, and footage collected from multiple attack sites. Testimonies from survivors, released hostages and eyewitnesses were also included in the findings. According to reports by Associated Press, investigators described sexual violence as a “central component” of the October 7 attacks. However, some international observers and rights experts have also cautioned that not all allegations have yet been independently verified, raising questions about the scope and neutrality of the findings.
The report further alleges that in some cases, victims were abused both before and after death, with claims of bodies being mutilated and desecrated. Eyewitness accounts included graphic descriptions of brutality that investigators say were aimed at spreading terror and causing deep societal trauma.
The publication of the report has intensified calls from human rights organisations and international bodies for a full and independent investigation into the allegations. Several groups have urged that the incidents be examined as potential war crimes and crimes against humanity. Hamas has not yet issued a detailed response to the latest report, though the group has previously denied accusations of sexual violence during the attacks.
Analysts believe the findings could have significant implications for future discussions on international law, wartime accountability and human rights protections in conflict zones. The report is also expected to add further pressure to the already volatile geopolitical debate surrounding the Israel-Hamas war.
