Social media content creators in Bihar now have a new opportunity to earn money by producing videos about government schemes and programmes.

The Bihar Cabinet has approved amendments to the Bihar Social Media and Other Online Media Rules, 2026. The decision was taken at a Cabinet meeting chaired by Chief Minister Samrat Choudhary. The amendment was among several proposals approved by the state government.

Under the revised rules, eligible and empanelled social media creators can receive ₹10,000 for every one lakh views generated by a qualifying video. However, the payment for a single video will be capped at ₹1 lakh. This means a video reaching 10 lakh views or more can qualify for the maximum incentive.

The initiative is aimed at using digital platforms and popular creators to increase awareness about government schemes, development projects and public programmes.

Payment will depend on verified views

The incentive will not be available to every creator who uploads a video about a Bihar government scheme.

Creators, social media pages and channels will need to meet the applicable eligibility requirements and be empanelled with the state’s Information and Public Relations Department, or IPRD.

The performance of a qualifying video will also not be assessed immediately after publication. Under the revised framework, the video must complete 30 days before its views are assessed and verified for payment.

The government is expected to issue further guidelines explaining the detailed eligibility conditions, verification process and payment mechanism.

The policy is designed to strengthen the government’s digital outreach and make information about welfare programmes and development initiatives more accessible to citizens.

The move also reflects the growing importance of social media creators in public communication. Platforms such as YouTube, Instagram, Facebook and X have become important channels for reaching audiences, particularly younger users.

Government to verify followers and engagement

The amended rules also provide for periodic verification of followers and engagement figures of registered social media handles, pages and channels.

The verification mechanism is intended to prevent manipulation through fake followers, bots and artificially generated views. This is particularly important because the new system directly links public payments to digital performance.

The policy could therefore create a new market for creators who specialise in explaining government schemes through short videos, reels and other digital formats.

At the same time, the initiative raises questions about transparency. Since public money will be used to incentivise content, clear disclosure of paid government communication could become important.

Creators and audiences may also want clarity on whether the videos must follow specific editorial or disclosure guidelines and how potentially manipulated engagement will be identified.

The Bihar government is expected to provide more details through the Information and Public Relations Department.

For now, the headline figure is clear: eligible creators can earn ₹10,000 for every one lakh verified views, with the total incentive capped at ₹1 lakh per video.

The policy could become an important experiment in government communication, showing how state governments use creator-led digital platforms to reach citizens more directly.
